3、 Project content and bidding scope
1. The - 960m level drift project mainly includes drift excavation and masonry engineering, chamber excavation and masonry engineering, mining and cutting engineering, and the existing equipment and facilities of return air shaft are used for construction. The excavation volume is 38957m3 and the support volume is 2858m3.
2. Lifting and drainage workers.
3. For details, please refer to the attached bill of quantities, which shall be subject to the construction acceptance. In case of adjustment by the mining party and the bid inviting party, the bidder shall accept unconditionally.
4、 Engineering construction conditions
1. The existing return air shaft equipment and facilities are used for development construction;
2. Well depth l < 1250m, net diameter Φ = 7.5m, roadway engineering quantity l < 30000m;
3. Rock hardness: rock hardness coefficient f = 8 ~ 10, in which ore hardness coefficient f = 11 ~ 15, roadway water inflow Q < 100m3 / h.
4. Gangue discharge: the middle gangue is transported by ore truck into the - 960m middle unloading pit;
5. Integrated blasting operation service is implemented.
5、 Schedule and construction period requirements
The total amount of key lines and excavation and construction shall be implemented according to the plan of the project department in the current month. If the progress requirements are not met, punishment shall be given and an assessment agreement shall be signed separately.
Assessment criteria: 1. Heading: single end roadway ≥ 150m / month; 2. Heading: through roadway ≥ 250m / month; 3;
3. The construction period is about 7 months.
6、 Quality requirements
It conforms to the code for construction of non ferrous metal mine roadway engineering (GB 50653-2011) and code for quality acceptance of non ferrous metal mine roadway engineering (GB 51036-2014). The acceptance has reached the qualified standard, and the construction must be carried out in strict accordance with the requirements of smooth blasting.
7、 Safety requirements
1. Subject to the safety management regulations of the mine and the bid inviting party, the successful bidder shall sign the construction contract with the bid inviting party, sign the safety production management agreement at the same time, and pay the safety deposit to the bid inviting party.
2. Special operation personnel must work with certificates.
3. The equipment to be put in by the bidder must comply with the national safety standards or industrial safety standards, and must have a mine safety (KA) mark, and must be submitted to the equipment management department of the bid inviting party for approval before putting into operation; the relevant expenses of labor protection articles and underground self rescuers shall be borne by the bidder.
8、 Qualification requirements for bidders
1. The bidder shall be an independent legal person registered in China with legal business license.
2. The bidder shall have the qualification of grade III or above for general contracting of mine construction, and have a qualified and effective safety production license.
3. The person in charge of the project to be dispatched has a valid safety production assessment certificate (B certificate) and is not the person in charge of other projects under construction; the person in charge of the project with the qualification of professional construction engineer of mine engineering will be awarded extra points in the bid evaluation (the bidder shall issue the social security certificate and the social security record in the past six months).
4. The bidder shall have good bank credit, financial status and commercial reputation.
5. The bidder has no record of bad behavior and bad performance in previous bidding activities and contract performance.
The bidder shall bring the copies of the above-mentioned qualification certification materials with official seal when signing up, and the bid inviting party has the right to examine the authenticity of the above-mentioned certification materials.
9、 Registration and acquisition of bidding documents:
From July 22, 2020 to July 28, 2020, the bidder shall bring: business license, qualification certificate, safety license (with the bidder's official seal), certificate of legal representative or entrusted agent, original and copy of ID card to the Audit Department of Tongguan mining Mountain Construction Co., Ltd. of Tongling Nonferrous Metals Group to register and obtain the bidding documents.
10： Time and place of bid opening:
Deadline for bidding and time for bid opening: 15:00, August 10, 2020.
Place of bid opening: conference room, 6th floor, Tongguan Mine Construction Co., Ltd., Tongling Nonferrous Metals Group. The bid documents that are delivered late or not delivered to the designated place, and those that are not sealed in accordance with the requirements of the bidding documents, shall not be accepted by the bidder.
