2、 Construction site: Tongshan Town, suburb of Tongling City

3、 Project Overview: the project is located in the dawashan Hanshan area in the southeast of Tongshan Town, with an area of 6.2575 square kilometers. The production scale of open-pit mining is 9.8 million T / A, and the mining depth is from + 275m to + 50m elevation.

4、 Scope of bidding and project

1. Mine construction project: the construction period is one year, mainly including the construction of transportation roads and ancillary facilities, stripping of open-pit mining face and foundation treatment of waste dump;

2. Mineral production and mining: the first two years after the end of the capital construction period is the commissioning period, the mine production scale is 4.9 million tons / year, and the mine production capacity reaches 9.8 million tons / year in the third year.

3. From processing area to stope road and auxiliary facilities.

4. The total mining amount is about 52.245 million tons.

5、 Engineering construction conditions and design requirements

1. At present, the owner's main certificates have been completed and are ready to start construction;

2. The rock type is limestone, the bulk density of ore is about 2.6 T / m3, and the hardness coefficient of rock is f = 5-10;

3. The height of stope stage is 15m, the depth of trench is 15m, the width of bottom and expanding wall is 45m;

4. 6. The mountain is steep, close to the construction area, and there are woodland, farmland and factory buildings under it. Flying and rolling stones must be controlled during mining area preparation, road construction and production.

6、 Schedule and construction period requirements

The total construction period is six years, including one year for construction and five years for production. The contract is signed once a year, but it can be renewed only after passing the annual comprehensive assessment of Tongguan mine. Otherwise, the bidder may refuse to renew the contract and invite a new tender. After the expiration of the contract, the successful bidder shall withdraw unconditionally and shall not claim any compensation or compensation for any reason.

The construction period of the capital construction period must be controlled within one year. The first and second years of the production period are the production periods, and the total annual mining amount is not less than 4.9 million tons. The production period is 3-5 years, and the total annual mining amount is not less than 9.8 million tons.

The penalty for delay of construction period shall be RMB 4000 / day.

7、 Quality requirements

It conforms to the standard for construction and acceptance of metal open pit mine engineering (GB / t51360-2019) and unified standard for acceptance of construction quality of Building Engineering (GB 50300-2018); it passes the one-time acceptance, and the single ore block is controlled within 60cm in diameter.

8、 Safety requirements

1. Subject to the safety management regulations of the mine and Party A, the successful bidder shall sign the construction contract with the bid inviting party and sign the safety production management agreement at the same time.

2. Special types of work must have certificates.

3. The equipment input by the bidder must meet the national safety standards or industry safety standards.

4. The operation personnel of the bidder must purchase social insurance and safety production liability insurance, and the equipment must purchase corresponding insurance.

9、 Qualification requirements for bidders

1. The bidder shall be an independent legal person registered in China with legal business license.

2. The bidder shall have the qualification of grade 3 or above for general contracting of mine construction, grade 3 or above for business blasting license, and qualified and effective safety production license.

3. The person in charge of the project to be dispatched shall have the qualification of mining engineering constructor and valid safety production assessment certificate (B certificate), and shall not act as the person in charge of other projects under construction. The bidder shall issue the labor contract of the person in charge of the project to be dispatched and the record of social security payment in the bidder in recent six months.

4. The bidder shall have good performance ability, bank credit, financial status and commercial reputation. The bidder shall provide bank credit rating, financial statements issued by accounting firms or audit institutions in recent three years, performance of similar projects and other relevant information in the bidding documents.

5. The bidder has no record of bad behavior in previous bidding activities and contract performance.

10、 Registration and acquisition of bidding documents:

From August 6, 2020 to August 11, 2020, the bidder shall bring: copies of business license, qualification certificate, work safety license, business blasting license and relevant certificates (with the official seal of the bidder), certificate of legal representative or entrusted agent, original and copy of ID card to the Audit Department of Tongguan Mine Construction Co., Ltd. of Tongling Nonferrous Metals Group Sign up and purchase bidding documents, 2000 yuan / copy. The purchase cost of bidding documents shall be paid from the basic account of the registered place of the bidder to the designated account of Tongguan Mine Construction Co., Ltd. of Tongling Nonferrous Metals Group, and the bidder shall provide the corresponding receipt.
