The effect of gas control and utilization in Anhui Province

At present, the major accidents caused by gas explosion and outburst in coal mines are still high. However, the reporter learned in some coal mines in Anhui that the safety accidents of major coal mines in the province are decreasing year by year, and there are no more than major safety accidents in the province at present. From January to November 2007, the total output of raw coal in the whole province was 83.5 million tons, an increase of 9% over the same period of last year; the total number of safety accidents and deaths in coal mines in the whole province decreased by 25% and 38% respectively, and the death rate of one million tons was 0.645, a decrease of 0.493 over the same period, compared with 2.998 in the whole country.

In recent years, Anhui Province has effectively prevented and controlled the occurrence of coal mine safety accidents from the system and mechanism. All coal mines have generally improved the new mechanism of gas control and utilization, implemented the safety production responsibility system, gradually formed the gas prevention and control concepts of "gas overrun is accident" and "gas is resource", and established the comprehensive gas control system of "guaranteed, should be drained, to promote drainage".

Building the responsibility and standard system of gas control from the source prevention and control

Liu Dehua, director of the office of the leading group of coal mines and gas treatment in Anhui Province, said that the key points of gas treatment in the province are four mining groups (Huainan, Huaibei, Xinji energy and Wanbei Coal and electricity groups), and 31 of the 37 pairs of mines in the four groups are high gas and coal and gas outburst mines, accounting for 84%. The output of raw coal with high gas level and above accounts for 90% of the total output of the whole province.

A few years ago, Anhui coal mine was also a "disaster area". On May 13, 2003, a gas explosion occurred in Luling Coal Mine of Huaibei Mining Group, Anhui Province, killing 86 miners. After the accident, the Anhui provincial Party committee and the provincial government thought hard, "no gas control, no coal mine", set up the concept of safe production, and put gas control and utilization into the overall strategy of economic and social development of the province.

In order to strengthen the organization and leadership of the provincial gas centralized control work, the provincial government timely adjusted and enriched the provincial leading group for coal rectification and closure and gas centralized control. All coal producing cities and counties and key state-owned coal mining enterprises also set up a leading group for centralized gas treatment, which is responsible for gas treatment and utilization in their own areas and units. All coal mining enterprises have strengthened the organization construction. The legal representative is the first person in charge of the company's gas control. A working system of "one ventilation and three prevention" (referring to mine ventilation and gas prevention, mine dust prevention and fire prevention) with the chief engineer as the core has been established, and the chief engineer's responsibility of "the first person in charge of technical management" has been strictly implemented. Taking Huaibei Mining Group as an example, the company has set up ventilation Department and ventilation area from top to bottom, and has made clear the responsibility system of gas control posts at all levels in the company.

The standardization construction of coal mine safety and quality is the basic work of coal mine gas control. Anhui province takes four major mining groups as the leading and benchmark to carry out the standardization construction of the whole province, and the basic work of coal mine safety has been significantly improved. Each mining group has formulated the standardization standard and scoring method for safety and quality of production mines. The group not only adheres to quarterly inspection and evaluation, but also implements monthly self-examination and self-evaluation for each mine. At the same time, it adopts the method of combining regular and irregular, comprehensive inspection and regular spot check to strengthen inspection and supervision. Huaibei Mining Group also developed the "gas inspection electronic board" and infinite inquiry system, which realized the five system diagrams, various reports, daily information transmission of outburst prevention project, real-time tracking, timely analysis, and improved the timeliness of management.
