Three years later, the reporter went to Zijin Mining to interview and learned that the company has invested 830 million yuan to rebuild the safety and environmental protection system in recent three years, with obvious effect. In the downturn of the industry, the company said that it would take internationalization as the main line to start a second business and strive to enter the advanced ranks of international mining industry by 2020.

"The occurrence of" 7.3 "accident is mainly due to our inadequate ideological understanding, the fact that copper is not toxic, the subjective fortification standard is low, and the lack of engineering experience that can be used for reference, the failure to take timely and effective measures to detect hidden dangers, and some problems in management. It can be said that the 7.3 incident is completely avoidable. " Zijin Mining chairman Chen Jinghe reflected.

"In the past three years, Zijin Mining has invested 830 million yuan to rebuild the safety and environmental protection system, and has completed 12 rectification orders issued by the regulatory authorities, totaling 61 rectification contents, which has been affirmed by the Ministry of environmental protection." Zijin Mining chairman Chen Jinghe said.

It is understood that the original facilities and processes of Zijinshan Copper Mine hydrometallurgy plant have been restructured and optimized, with a total investment of more than 300 million yuan. The process adopts the green environmental protection smelting technology, which is mainly promoted by the State Science and Technology Commission, with a capacity of 20000 tons. It is the largest hydrometallurgy plant in China at present. In January, the plant was approved to resume production.

At the scene of the incident, the technicians introduced the most important aspects of the improvement of pollution control facilities in detail: anti leakage capacity, storage capacity, wastewater treatment capacity and real-time monitoring system. "We have improved the anti-seepage standard on the basis of the basic specifications, and adopted the method of combining double-layer anti-seepage and conforming to the anti-seepage to carry out comprehensive treatment. We have used the method of multiple protection of HDPE membrane and GCL Na bentonite pad to carry out engineering repair and transformation. In the anti-corrosion and anti-seepage treatment of the collection tank, the flexible anti-seepage method is adopted, and the new material HDPE nail film is used for anti-seepage, so as to effectively prevent the leakage caused by the settlement problem. In addition, a monitoring system layer is set between the two anti-seepage protective films. " Zijinshan Gold Copper Mine changlongyi introduced.

"In addition to the improvement of anti leakage capacity, the improvement of storage capacity and wastewater treatment capacity improves the ability of safety and environmental protection system to cope with extreme weather. Based on the original 4 online monitoring systems, we have invested more than 15 million yuan to add 8 online monitoring systems." The reporter saw in the monitoring point at the mouth of dumb pit ditch that the monitoring factors of the original online monitoring point increased from 4 kinds to 8 hours, each of which was equipped with monitoring video and automatic monitoring equipment, and an automatic sample holder for water quality was added to accept the supervision of environmental protection departments at all levels. Zheng Yuqiang, Secretary of Zijin mining, said that we have also set up 5 water quality biological monitoring facilities in Tingjiang waters around the mining area to raise fish in specific waters and alert the water pollution situation through the abnormal physiological or behavioral changes of biological individuals.

In addition to improving the safety and environmental protection system in response to the pollution incident three years ago, Zijin has also made efforts in ecological restoration. By the end of 2012, Zijinshan mine had invested 79.6506 million yuan in vegetation restoration, with an area of 10767.73 mu for greening. In order to ensure a stable source of funds for mine reclamation, Zijin Mining has set up a reserve for ecological restoration of closed mines, with a total of 68.321 million yuan withdrawn since 2003.
