16.8 billion yuan allocated by the central government to resource exhausted cities

According to a reporter from the budget department of the Ministry of finance, in order to accelerate the transformation of resource exhausted cities, the Ministry of Finance recently allocated the central government transfer payment to local resource exhausted cities in 2013, with a total scale of 16.8 billion yuan, an increase of 5% year-on-year.

According to several opinions of the State Council on promoting the sustainable development of resource-based cities, since 2007, the central government has set up transfer payment for resource exhausted cities. Fuxin, Liaoyuan, Yichun, Shizuishan, Fushun and other 69 cities (counties, municipal districts) were successively included in the transfer payment scope of resource exhausted cities in three batches.

According to the Ministry of finance, through the implementation of the above transfer payment policies, Fuxin, Fushun, Yichun, Shizuishan and other city governments have made up for their long-standing infrastructure debts, and resolved their long-standing historical burdens. The confidence of local governments and enterprises in accelerating economic transformation has been significantly enhanced.
